Kendati 2011-2012 masih menjadi masa moratorium, diperkirakan ada sekitar 12.500 PNS atau sekitar tiga persen dari jumlah total pegawai pemerintah pensiun.<br />
<br />
Guna memenuhi kebutuhan ini Menteri PAN Azwar Abubakar menuturkan pemerintah akan membuka formasi baru hingga 50.000-60.000 jabatan pada tahun 2012.<br />
<br />
”Diharapkan pembukaan lowongan bukan pada akhir tahun. Kalau bisa dibuka pada bulan ke tujuh atau ke delapan dan mulai menerima pada pertengahan tahun,” terang dia saat ditemui seusai acara Pidato Ilmiah Penguatan Technopreneurship untuk Mendukung Kemandirian Bangsa Yang Berkelanjutan di Kampus 1 Universitas Ahmad Dahlan (UAD), Minggu (22/1).<br />

Namun, tegas dia, pembukaan lowongan ini tidak akan dilakukan jika peta mengenai PNS di Indonesia belum diselesaikan.<br />
<br />
Guna mengetahui kebutuhan tersebut, kini sekitar 4.200 analis jabatan tengah melakukan kajian mengenai analisa dan peta jabatan yang diperlukan di masing-masing daerah.<br />
<br />
Adapun, wilayah yang menjadi pusat penelitian ialah Surabaya, Makasar, Medan dan Padang. Dari jumlah tersebut, minimal tujuh orang diterjunkan di daerah terkecil.<br />
<br />
“Misal, Kabupaten Sleman butuh 300 orang untuk guru matematika. Mereka [Analis Jabatan] yang akan membahas. Lalu nanti tiap kecamatan butuh berapa sekarang,” imbuh Menpan.<br />
<br />
Melalui hasil kerja keras Analisis Jabatan, formasi lowongan yang akan dibuka disebutnya juga dapat mendorong perubahan Indonesia yang lebih baik.<br />
<br />
Pasalnya, kajian ini juga dapat dipergunakan mengetahui jumlah PNS saat ini, distribusi pegawai serta kualitas PNS sehingga formasi dapat diisi oleh orang kompoten.<br />
<br />
Menurut Azwar kebijakan ini sengaja ditekankan agar PNS yang berhasil direkrut seutuhnya dapat bekerja dan melayani masyarakat. Secara umum, formasi jabatan yang masih diperlukan seperti dokter, guru, akuntan dan teknis. Namun, tidak menutup kemungkinan jabatan lain akan dibuka.<br />

Transparan<br />
Dalam menekan angka Korupsi Kolusi dan Nepotisme (KKN), Kemenpan berencana menggandeng 10 perguruan tinggi (PT) untuk proses rekutmen. Azwar menilai kerja sama dengan berbagai pihak ini penting agar aspek keadilan rekuitmen PNS dapat terjaga.<br />

“Metode seperti apa nanti akan dirumuskan. PT yang akan membantu bisa dari PTN atau PTS,” urai dia.<br />

Selain itu, Kemenpan juga akan mengajak Indonesian Corruption Watch (ICW) untuk mengawasi proses ini. Dengan harapan, permainan ketidakjujuran dapat ditekan. Dalam pergub tersebut diamanatkan bahwa penetapan UMK 2012 sebagai upaya untuk mendorong peningkatan peran serta pekerja dalam melaksanakan proses produksi dengan peningkatan kesejahteraan pekerja melalui mekanisme Upah Minimum. Penetapan Upah Minimum ini telah melalui pembahasan dan pertimbangan kondisi daerah dan kemampuan perusahaan di Kab/Kota se Jawa Timur. Dalam pergub tersebut juga diatur tentang kewajiban berlaku bagi pekerja yang memiliki masa kerja kurang dari 1(satu) tahun dan larangan untuk mengurangi atau menurunkan serta larangan untuk membayar upah lebih rendah dari ketetapan Upah Minimum tersebut.<br />

Dalam kesempatan lainnya, Kepala Dinas Tenaga Kerja, Kependudukan dan Transmigrasi (Disnakertransduk) Jatim Hary Soegiri, menegaskan Dinas akan menurunkan Satgas Pendampingan Pelaksanaan Penerapan Upah Minimun 2012 tersebut. Dan apabila ada perusahaan yang mengajukan penangguhan pelaksanaan UMK tahun 2012, harus mengacu kepada ketentuan di Kepmenakertrans RI No.231/Men/2003.<br />
